Pennsylvania Mom Left Blind Daughter To “Rot” In Deplorable Home, Prosecutors Say

A home in Pennsylvania became the site of a tragic investigation this week after local authorities arrested 50-year-old Christina Harvey for the death of her 18-year-old daughter.

The case, brought forward by Lackawanna County District Attorney Brian Gallagher and the Dickson City Police Department, paints a harrowing picture of a teenager who was entirely reliant on her mother for survival but was instead met with profound neglect.

The victim, whose identity is being protected due to the sensitive nature of the case, was legally blind, non-verbal, and lived with severe disabilities.

According to the criminal complaint and affidavit of probable cause, Harvey allegedly denied her daughter the most basic necessities, including medical care, hygiene, and nutrition. Investigators detailed “deplorable conditions” at the Dickson City residence, documenting that the teen went without necessary medication for an extended period. These factors, authorities say, directly led to her death.

District Attorney Brian Gallagher did not hold back when addressing the severity of the allegations.

“When someone is entrusted with the care of a vulnerable person—someone who cannot speak for themselves, cannot see for themselves and cannot protect themselves—that responsibility is absolute,” Gallagher stated. “To abandon that duty and allow a special needs person to suffer, deteriorate, and ultimately die under such deplorable conditions is as disturbing as it is criminal. For a parent to allow their child to suffer and rot like this is unconscionable. My thoughts and prayers are with this young woman; may she finally be at peace.”

Harvey now faces a litany of serious charges, including involuntary manslaughter, neglect of a care-dependent person, and unlawful restraint. She is also charged with financial exploitation of a care-dependent person and recklessly endangering another person.

The investigation was a collaborative effort involving Lackawanna County Detectives Renee Castellani and Colleen O’Hora, alongside Dickson City Officer John Wilson.

While the charges have sent shockwaves through the community, legal officials remind the public that these are currently accusations. Harvey is presumed innocent until proven guilty in a court of law. A preliminary hearing is expected to be scheduled within the next 10 days.

Authorities are using this case as a reminder for the public to remain vigilant. They urge anyone who suspects the abuse or neglect of a vulnerable individual to contact law enforcement or protective services immediately.
