A 41-year-old Cambodian national and admitted gang member, Savin Seng, also known as “Two-Face,” has been charged with unlawfully possessing a weapon in connection with the shooting death of a woman in Victoria, Texas, U.S. Attorney Nicholas J. Ganjei announced.
Seng, who has been residing illegally in Victoria, is now in federal custody. He is facing federal charges alleging he possessed a firearm while being in the United States without lawful immigration status.
He faces up to 10 years in federal prison and a possible $250,000 fine if convicted. A detention hearing is set for 10 a.m. on October 10.
Details of the Allegations
According to the criminal complaint, a shooting occurred on October 3 at a residence in the Telferner community outside Victoria. Authorities reportedly found a woman deceased from a gunshot wound to the head. The shooter allegedly fled the scene but left behind a cell phone.
An image on the phone reportedly showed a man, identified by a witness as Seng, holding a Glock pistol with an extended magazine. Law enforcement located Seng less than a mile from the scene and took him into custody.
At the time of his arrest, he was allegedly in possession of a loaded Glock 17, 9mm pistol along with a loaded 31-round extended magazine in his shorts. Court documents allege Seng has been in possession of multiple guns while illegally residing in the U.S.
Prior Criminal and Immigration History
During his initial court appearance, the court heard that Seng is an admitted gang member. Court documents further allege that Seng had an active arrest warrant from 2022 for another homicide in Los Angeles, California.
The charges state that Seng, who allegedly entered the U.S. illegally as a child, has never held lawful immigration status. He was reportedly ordered removed as an aggravated felon in April 2016 but was never physically deported. Court records indicate he has previously been in custody in California, Georgia, and Louisiana.
U.S. Attorney Ganjei commented on the case, stating, “The presence of armed, illegal-alien gang members in our midst is a threat to public safety. The Southern District of Texas is determined to remove each and every one of them from our streets.”
