Rays To Tampa? College Trustees Clear Path For ‘Forever Home’ At Dale Mabry Campus

TAMPA, Fla. — The long-running saga of where the Tampa Bay Rays will plant their flag took a decisive turn toward Tampa on Tuesday. In a unanimous move, the Hillsborough College District Board of Trustees voted to approve a Memorandum of Understanding (MOU) with the Major League Baseball franchise, effectively opening the door for the team to redevelop the College’s Dale Mabry Campus.

The vote doesn’t put shovels in the ground just yet, but it authorizes the College to formally pursue a partnership that would transform the site into a mixed-use district anchored by a new ballpark.

For the College, the deal is pitched as an educational windfall rather than just a sports venue. Dr. Ken Atwater, President of Hillsborough College, described the potential redevelopment as a “transformational opportunity” that would modernize the campus while serving students.

“A project of this scale and vision creates new pathways for learning, workforce development, internships, and career-connected education,” Atwater said. He emphasized that reimagining the Dale Mabry location would position the institution at the “center of Tampa’s future.”

The Rays, who have spent years searching for a viable stadium solution to replace Tropicana Field, view the vote as a critical hurdle cleared. Rays CEO Ken Babby acknowledged the long road remaining but expressed optimism about the “momentum” the vote generates.

“We are encouraged to take this early but very important step forward,” Babby said. He framed the vision as a “forever home” that would integrate the team into the fabric of the community, promising that the partnership would deepen the connection between the franchise and local residents.

Gregory Celestan, Chair of the Board of Trustees, noted that the unanimous decision signals a shared belief in the project’s wider economic impact.

“This is about so much more than a ballpark,” Celestan said. “It’s about economic development, opportunity for our students, and creating something meaningful that benefits Tampa Bay for generations.”

With the College’s official blessing now secured, the focus shifts to local government officials. Celestan indicated that the vote sets the stage for the City and County to enter the next phase of the process, moving the concept of a “live, work, play and learn” district from a proposal to a potential reality.
