CITRUS COUNTY, Fla. – Sheriff David Vincent announced the appointment of his new Executive Team on Tuesday, a group of seasoned law enforcement professionals tasked with advancing public safety, community engagement, and operational excellence in Citrus County.
The announcement marks a significant step in Sheriff Vincent’s vision to lead the Citrus County Sheriff’s Office (CCSO) with innovation, integrity, and transparency.
“This is an outstanding group of leaders, and together, we will work tirelessly to uphold the values of integrity, accountability, and service that our community expects and deserves,” said Sheriff Vincent. “One community, one goal—together we are stronger.”

The newly appointed team, which assumes its roles on January 7, 2025, includes:
Calvin L. Adams, Jr. — Chief of Staff
As Chief of Staff, Adams will be the primary advisor to Sheriff Vincent, overseeing strategic initiatives and organizational leadership. With more than 30 years of experience, Adams retired as the statewide Colonel and Director of Law Enforcement for the Florida Fish and Wildlife Conservation Commission (FWC) in 2015. A graduate of the FBI National Academy and the Florida Department of Law Enforcement’s Chief Executive Session Course, Adams brings extensive expertise in policy development, emergency response, and leadership.
A Citrus County native and former Fire Chief for the Crystal River Fire Department, Adams is committed to serving his community and advancing the mission of CCSO.
David M. DeCarlo — Executive Director of Community Engagement and Transparency
DeCarlo will lead community outreach, strategic planning, and volunteer coordination for CCSO, fostering partnerships with local businesses, nonprofits, and residents. A veteran law enforcement officer with over 35 years of experience, DeCarlo previously served as Emergency Management Director for Citrus County and held leadership roles within CCSO, including SWAT Commander and Captain of the Criminal Investigations Division.

DeCarlo earned a Master of Business Administration and a Bachelor’s degree in Criminal Justice from Saint Leo University. His wealth of experience will ensure that the voices of Citrus County residents remain central to law enforcement efforts.
Thomas Bosco — Administrative Support Bureau Commander
Major Bosco will oversee critical administrative functions, including human resources, finance, information technology, and emergency communications. With 28 years of experience, Bosco most recently served as Bureau Chief of Support Services within the Florida Department of Financial Services. His extensive expertise in managing complex operations will ensure CCSO has the tools and resources necessary to fulfill its mission.
Bobby Lambert — Law Enforcement Bureau Commander
Major Lambert will lead all frontline law enforcement operations for CCSO. A 20-year law enforcement veteran and combat Marine Corps veteran, Lambert has served in diverse roles, including SWAT Commander, Training Lieutenant, and Special Operations Division Commander. A graduate of the Southern Police Institute and the Florida Sheriffs Association Commander’s Academy, Lambert brings a proven commitment to proactive, community-oriented policing.
A Focus on Community and Safety
Sheriff Vincent’s new team will prioritize public safety, transparency, and community engagement. Their combined expertise and dedication will support initiatives aimed at reducing crime, enhancing community trust, and improving operational efficiency.
