The long-awaited federal refund system for unlawfully collected tariffs officially launched today, opening the door for thousands of American small businesses to reclaim their capital.
To coincide with the rollout, the Liberty Justice Center has released a free, centralized platform called the Tariff Equity Refund Resource for America (TERRA) to help owners navigate the U.S. Customs and Border Protection bureaucratic process.
The release of these funds follows a high-profile legal battle led by the Liberty Justice Center, which took the case for tariff relief all the way to the U.S. Supreme Court.
With the system now live, the legal group is pivoting from the courtroom to the counting house, aiming to prevent businesses from losing chunks of their refunds to third-party “recovery” firms that often charge steep fees or take a percentage of the claim.

“We took this fight all the way to the Supreme Court on behalf of small businesses, and we’re not stopping now,” said Sara Albrecht, Chairman of the Liberty Justice Center. “We are a nonprofit law firm—our only goal is to help businesses recover every dollar they are owed, not to take a percentage of it. At a time when others are looking to profit off confusion, we are making this process clear, accessible and free.”
While the current refund system addresses past collections, the legal fight over tariff authority is far from over. The Liberty Justice Center is currently challenging additional tariff powers under Section 122 in the case of Burlap and Barrel, Inc. v. Trump, which saw oral arguments before the U.S. Court of International Trade on April 10.
The TERRA platform was built to serve as a direct alternative to private companies currently offering to purchase refund claims at a discount. The portal provides businesses with a refund-readiness checklist, step-by-step navigation of the federal system, and specific advice on coordinating with shipping carriers and customs brokers. It also provides real-time updates on ongoing litigation that could impact future eligibility.
The primary objective of the new resource is to ensure that the full amount of the recovered funds returns to the business owners who originally paid them.
As Albrecht noted, the mission is now focused on the final step of the legal journey: “We fought to stop unlawful tariffs, and now we’re making sure small businesses actually see that money returned.”
