Tampa Cops Crush Grocery Store Drug Ring: Inside The Floribraska Avenue Bust

TAMPA, Fla. – The Tampa Police Department has shut down a large-scale drug trafficking operation running out of a local storefront and nearby properties, concluding a long-term narcotics investigation.

Law enforcement officials targeted Vicky’s Supermarket, also known as Royal Supermarket, located at 420 E. Floribraska Ave. The operation also involved illegal activity at two neighboring homes at 414 and 416 E. Floribraska Ave.

The investigation started in early 2025 after neighbors raised concerns about illegal drug activity. Undercover officers found that the store’s owners, their family members, and employees were selling drugs both inside and outside the business.

“Every minute dedicated to this long-term investigation equates to a life that has been improved in our city,” Chief Lee Bercaw said. “The removal of this criminal organization is the result of the resolute partnerships and dedicated efforts of our officers, investigators, concerned community members, and law enforcement partners in making Tampa safer.”

After gathering evidence, police secured search warrants for several locations. On August 25, 2025, tactical teams searched the properties simultaneously. These raids led to immediate arrests and the seizure of guns, cash, and illegal drugs including fentanyl, methamphetamine, cocaine, and synthetic marijuana.

A second search was conducted at the store owners’ home in Seffner by Tampa detectives and the Hillsborough County Sheriff’s Office. There, investigators found more firearms and trafficking-weight drugs.

Following months of investigation, the State Attorney’s Office approved Racketeer Influenced and Corrupt Organizations (RICO) charges against the group’s leaders, officially labeling the organization an organized crime family.

As part of the multi-agency crackdown, Public Nuisance Abatement Board notices were served to the business and its owners. The property owner also served an eviction notice to Vicky’s Supermarket, ordering them to leave the building.

Across the different search locations, law enforcement seized the following items:

  • Six firearms
  • More than $56,000 in cash
  • 13.4 grams of fentanyl
  • 6.2 pounds of synthetic marijuana
  • 28 grams of methamphetamine
  • 2 grams of cocaine
  • 3 morphine pills
  • 9.7 grams of marijuana
  • 74.8 grams of marijuana gummies
  • 2.5 grams of alprazolam
  • 36.6 grams of resin
  • Drug paraphernalia

Three individuals face RICO charges following the investigation:

Blas Martinez Morgado, 73, is charged with RICO conspiracy or endeavor, delivery of cocaine within 1,000 feet of a park, community center, or recreational facility, and possession of cocaine.

Rosalis Green, 35, is charged with RICO conspiracy or endeavor; owning, leasing, or renting for the purpose of trafficking, selling, or manufacturing a controlled substance; keeping a public nuisance structure for drug activity; possession of a drug without a prescription; possession of a controlled substance; and operating an unregistered vehicle.

Dejuan Green, 39, is charged with RICO conspiracy or endeavor; delivery of a controlled substance within 1,000 feet of a park, community center, or recreational facility; possession of a controlled substance (opiate); and resisting an officer without violence.

Police also arrested eight other individuals over the course of the investigation:

Angel Collazo, 36, is charged with delivery of cocaine within 1,000 feet of a park, community center, or recreational facility; sale of a controlled substance within 1,000 feet of a park, community center, or recreational facility; possession of a controlled substance; and possession of cocaine.

Dionne Dennison, 39, is charged with possession of a controlled substance with intent to sell, manufacture, or deliver within 1,000 feet of a park, community center, or recreational facility; sale of a controlled substance within 1,000 feet of a park, community center, or recreational facility; possession of a controlled substance; possession of cocaine; and possession of drug paraphernalia.

Terrance Jones, 42, is charged with delivery of a controlled substance within 1,000 feet of a park, community center, or recreational facility; and possession of a controlled substance.

Angel Luis Merced, 53, is charged with being a felon in possession of a firearm; being a felon in possession of ammunition; possession of a controlled substance; and possession of drug paraphernalia.

Todd Charles Seng, 52, is charged with possession of a controlled substance; possession of cocaine; and possession of drug paraphernalia.

Elvin A. Sosa, 33, is charged with possession of a controlled substance; and possession of drug paraphernalia.

Diana Suarez, 56, is charged with delivery of a controlled substance within 1,000 feet of a park, community center, or recreational facility; and possession of cannabis.

Xavier Williams, 57, is charged with delivery of cocaine within 1,000 feet of a park, community center, or recreational facility; possession of cocaine; and possession of a controlled substance.
