A group of 19 Republican senators, led by Marsha Blackburn of Tennessee and Bill Cassidy of Louisiana, introduced the Title X Abortion Provider Prohibition Act this week, aiming to permanently block federal family-planning grants from reaching organizations that perform abortions.
The proposed legislation specifically targets entities like Planned Parenthood, seeking to close what sponsors describe as “loopholes” that allow federal dollars to subsidize facilities where abortions are performed.
While federal law has prohibited the use of taxpayer funds for abortions since 1976, current regulations established during the Clinton administration allow Title X clinics to be co-located with abortion facilities and require grantees to provide abortion referrals.

The new bill would amend the Public Health Service Act to prohibit the Department of Health and Human Services (HHS) from awarding grants to any group that performs abortions or provides funding to other abortion providers.
“Taxpayers should not have to spend a penny on abortions,” Senator Blackburn said during the announcement. “The Title X Abortion Provider Prohibition Act would protect life and stop federal funds from going to entities that perform abortions by closing loopholes in federal law.”
The Title X program was originally designed to provide family planning and preventative health services to low-income individuals. However, the bill’s co-sponsors argue that the program has become a “slush fund” for the abortion industry.
Dr. Cassidy noted that many families in his home state of Louisiana prefer their tax dollars to support family services rather than “abortion businesses.”
If passed, the act would require HHS to provide an annual report to Congress detailing which grantees still perform abortions under legal exceptions and listing all entities receiving grant funds. The legislation has gained significant traction among advocacy groups, earning endorsements from Susan B. Anthony Pro-Life America, March for Life, and the National Right to Life Committee.

“Abortion providers like Planned Parenthood should not receive a single cent of taxpayer funding, whether through the Title X program or otherwise,” stated a representative from March for Life Action.
The bill is co-sponsored by a broad coalition of GOP senators, including James Lankford, Ted Cruz, Josh Hawley, and Katie Britt. It now awaits further review in the Senate, where it faces a divided chamber over the future of reproductive healthcare funding.
