A 25-year-old member of the Forum Park Crips street gang has been sentenced to 30 years in federal prison for sex trafficking a 16-year-old girl, federal prosecutors announced.
U.S. District Judge George C. Hanks Jr. ordered Andres Serrano Portillo, also known as “Andro,” to serve a 360-month prison sentence. Portillo previously pleaded guilty to the charge on July 11, 2022.
Following his incarceration, he must serve 10 years on supervised release, during which he will face strict restrictions on internet and child access and must register as a sex offender.
During the sentencing hearing, the court reviewed evidence detailing Portillo’s exploitation of the minor. Judge Hanks noted that Portillo ruined lives and demonstrated remorse only after being apprehended by law enforcement.
Court records show that in October 2019, Portillo met the 16-year-old victim on social media, lured her, and forced her into commercial sex acts in cars and motels along the Bissonnet “blade.” The area, located near Interstate 59 and Bissonnet Street in Houston, is known by authorities as a location for commercial sex trafficking.
Investigators stated that Portillo also held the teenager at a residence where she suffered repeated physical and sexual assaults. The victim managed to hide and call her mother, prompting law enforcement to intervene and rescue her.
Five co-conspirators in the sex trafficking operation had already received federal prison sentences for their roles in the conspiracy:
- Clarence Christopher Chambers, “Chris,” 34, received 420 months.
- Javon Yaw Opoku, “Glizzy,” 26, received 365 months.
- Damarquis McGee, “Blue,” 28, received 348 months.
- Jerreck Michael Hilliard, “J-money,” 37, received 292 months.
- Michael Anthony Gonzalez, “Mumbles,” 29, received 240 months.
Portillo remains in custody while awaiting placement in a Federal Bureau of Prisons facility.
The case was prosecuted by Assistant U.S. Attorneys Kate Suh, Anthony Franklyn, and former Assistant U.S. Attorney Richard W. Bennett. The Houston Police Department led the investigation alongside Homeland Security Investigations and the Harris County District Attorney’s Office through the Human Trafficking Rescue Alliance.
