Secretary of State Marco Rubio announced a significant expansion of regional security policy on Thursday, introducing a new 13-country initiative titled “The Shield of the Americas.” The program is designed to deepen law enforcement and defense cooperation across the Western Hemisphere under the Trump administration.

As part of the rollout, Rubio confirmed that departing Department of Homeland Security (DHS) Secretary Kristi Noem will transition into a new role as Special Envoy for the initiative.

The move follows President Donald Trump’s earlier announcement that Oklahoma Senator Markwayne Mullin has been tapped to succeed Noem as the head of DHS starting March 31.

“I look forward to working with Kristi Noem as Special Envoy for The Shield of the Americas — our new security initiative comprised of 13 countries,” Rubio posted on X. “Kristi has achieved incredible results as Secretary of Homeland Security and will be a tremendous asset in our effort to promote security and prosperity in the Western Hemisphere.”

The initiative is scheduled for a formal launch this coming Saturday in Doral, Florida. President Trump praised Noem’s tenure at DHS in a post on Truth Social, specifically citing her work regarding border enforcement.

“The current Secretary, Kristi Noem, who has served us well, and has had numerous and spectacular results (especially on the Border!), will be moving to be Special Envoy for The Shield of the Americas,” Trump wrote. “I thank Kristi for her service at ‘Homeland.’”

Noem expressed her gratitude for the appointment on Thursday, noting that her focus will involve collaborating with Rubio and Secretary of Defense Pete Hegseth to dismantle cartels operating in the region.

The transition triggers several shifts in the federal landscape. Senator Mullin’s move to the executive branch will leave a vacancy in the U.S. Senate, which Oklahoma Governor Kevin Stitt is expected to fill by appointment.

While Mullin must still undergo the Senate confirmation process, he has already gained some bipartisan traction. Pennsylvania Senator John Fetterman stated on social media that he intends to vote “aye” for Mullin’s confirmation, though it remains unclear how many other Democrats will follow suit.
