Trump Admin Backs Massive Defense Overhaul: ‘Department Of War,’ DEI Bans, And ‘Golden Dome’ Shield

The Trump administration threw its full weight behind the Fiscal Year 2026 National Defense Authorization Act (NDAA) on Tuesday, signaling approval for a sweeping legislative package that aims to rebrand the Pentagon’s mission, eliminate diversity programs, and repeal decades-old war authorizations.

In a formal Statement of Administration Policy regarding S. 1071, introduced by Rep. Mike Rogers (R-AL), the White House embraced a “Peace Through Strength” agenda.

The document notably refers to the agency as the “Department of War”—a callback to pre-1947 terminology—signaling a deliberate cultural shift toward what the administration calls “warfighter lethality” and a restoration of the “warrior ethos.”

A central pillar of the administration’s support hinges on the bill’s social provisions. If passed in its current form, the legislation would strip statutory mandates for Diversity, Equity, and Inclusion (DEI) offices, training, and programs.

It also codifies a ban on biological males participating in women’s sports at military academies and mandates that all promotions and command selections be based strictly on merit, removing race, ethnicity, and sex from consideration.

On the strategic front, the bill codifies the “Golden Dome for America”—a comprehensive homeland missile defense system championed by the President. Simultaneously, the legislation moves to close the chapter on past conflicts by repealing the 1991 and 2002 Authorizations for Use of Military Force (AUMF), aligning with the administration’s pledge to end “forever wars.”

To bolster the domestic supply chain, the NDAA authorizes multiyear procurement contracts for munitions and unleashes funding for critical mineral mining and refining projects. The White House argues these measures, specifically Section 804, will revolutionize acquisition culture by prioritizing speed and production capacity over bureaucracy.

Citing numerous major events scheduled to take place in the U.S. over the next three years, the bill includes the “SAFER SKIES Act,” which grants authorities to disable threatening drones. The package also allocates resources for southern border security and includes federal recognition for the Lumbee Tribe of North Carolina.

For personnel, the administration touted a 3.8 percent pay raise and improvements to childcare access, paid for in part by eliminating funding for “wasteful and radical” climate change initiatives and consulting contracts.

The White House confirmed that if S. 1071 reaches the President’s desk in its current form, he will sign it into law.
