Trump’s New Tariff Proposal Aims to Boost Domestic Microchip Production Amid National Security Concerns

President Donald Trump has announced a proposal for a “roughly 100%” tariff on imported semiconductors. This tariff would not apply to companies that agree to manufacture their microchips within the United States. The announcement was made during an Oval Office event with Apple CEO Tim Cook, where Apple also revealed a new $100 billion investment commitment in U.S. manufacturing.

The United States has long relied on foreign-made semiconductors, particularly from Taiwan, which dominates the market for the most advanced chips.

This reliance has raised concerns among lawmakers and national security experts about potential vulnerabilities, as semiconductors are critical components in a wide range of technologies, from consumer electronics to military equipment.

In response to these concerns, the CHIPS Act was signed into law in 2022. This bipartisan legislation, enacted under former President Joe Biden, offers significant subsidies and tax credits to semiconductor companies that build factories in the U.S. Several companies, including Intel, Texas Instruments, and Taiwan Semiconductor Manufacturing Company, have already announced plans to construct new facilities in the U.S.

Trump’s proposed tariff on semiconductors is consistent with his broader trade policies, which have included tariffs on a variety of foreign-made goods such as steel, aluminum, and pharmaceuticals.

Proponents of these tariffs argue they incentivize domestic manufacturing and create jobs. However, many economists have warned that such tariffs can lead to higher consumer prices and hinder economic growth.

The proposal comes as Trump continues to urge American companies to increase their investments in U.S. manufacturing. Apple’s recent announcement to raise its planned U.S. investments to $600 billion over the next four years highlights this ongoing push.
