Trump Unveils Sweeping Gaza Peace Proposal, Hostage Release Plan

President offers framework for “terror-free” Gaza, including a phased Israeli withdrawal, Hamas amnesty for demilitarization, and a ‘Board of Peace’ chaired by himself and Tony Blair.

President Donald Trump has publicly released a comprehensive plan to end the Gaza conflict, outlining a multi-stage process that prioritizes an immediate ceasefire, a complete hostage exchange, the demilitarization of Gaza, and a massive economic redevelopment initiative overseen by a new international body.

The plan, titled “President Donald J. Trump’s Comprehensive Plan to End the Gaza Conflict,” is presented as an all-encompassing framework designed to establish Gaza as a “deradicalized terror-free zone that does not pose a threat to its neighbors.”

It conditions an immediate end to the war on both sides agreeing to the proposal.

Hostage and Prisoner Exchange

The initial phase focuses on an immediate cessation of hostilities and a swift exchange. According to the proposal, if Israel publicly accepts the agreement, all military operations will be suspended, and Israeli forces will withdraw to an agreed-upon line to prepare for a release.

Crucially, the plan mandates that within 72 hours of Israel’s public acceptance, all hostages, alive and deceased, must be returned. Following the safe return of the hostages, Israel would release 250 life-sentence prisoners plus 1,700 Gazans detained after October 7, 2023, specifically including all women and children detained in that context. The plan also includes a provision for releasing the remains of 15 deceased Gazans for every Israeli hostage remains returned.

Governance and Reconstruction

A centerpiece of the proposal is the overhaul of Gaza’s governance. The territory will be placed under the temporary transitional governance of a technocratic, apolitical Palestinian committee responsible for day-to-day public services.

This committee will be supervised by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump. Former Prime Minister Tony Blair is named as one of the key members. This Board will manage the framework and funding for Gaza’s reconstruction until the Palestinian Authority completes a specified reform program and can securely assume control.

Furthermore, a significant Trump economic development plan will be created by convening a panel of experts to rebuild and “energize Gaza.” This includes establishing a special economic zone with preferred tariffs.

Demilitarization and Security

The proposal demands the immediate demilitarization of Gaza. Hamas and other factions must agree to have no role in the governance of the territory, and all military and offensive infrastructure, including tunnels and weapon production facilities, must be destroyed.

Hamas members who commit to peaceful coexistence and decommissioning their weapons will be granted amnesty. Those who wish to leave Gaza will be provided safe passage to receiving countries.

Security will be maintained by a temporary International Stabilization Force (ISF), developed in partnership with Arab and international partners. The ISF will train and support vetted Palestinian police forces, secure border areas, and facilitate the flow of goods. The plan specifies that Israel will not occupy or annex Gaza. The Israel Defense Forces (IDF) will progressively hand over territory to the ISF, with a final withdrawal linked to demilitarization milestones, maintaining only a security perimeter presence until Gaza is fully secure from terror threats. Regional partners will provide a guarantee of compliance from Hamas.

Aid and Political Horizon

Full humanitarian aid will be sent into Gaza immediately upon acceptance of the agreement, consistent with aid quantities outlined in a prior January 2025 agreement, including infrastructure rehabilitation.

While acknowledging the Palestinian aspiration for self-determination and statehood, the plan links a “credible pathway” to statehood to both Gaza’s redevelopment advancing and the Palestinian Authority’s reform program being “faithfully carried out.” The United States would then establish a dialogue to agree on a political horizon. The proposal also includes an interfaith dialogue process to change mindsets and narratives on both sides.

In a measure to encourage immediate compliance, the plan stipulates that if Hamas rejects or delays the proposal, the scaled-up aid operation and other elements will proceed immediately in any “terror-free areas” handed over from the IDF to the ISF.
