U.S. Marine, Based In North Carolina, Accused Of Cross-Country Kidnap Plot Targeting Indiana 12-Year-Old

An active-duty U.S. Marine, William Richard Roy, 24, of Camp Lejeune, North Carolina, has been arrested on federal charges after allegedly traveling from North Carolina to Indiana to meet, kidnap, and sexually assault a 12-year-old girl from Indiana.

Roy was taken into custody by the FBI in Durham, North Carolina, on October 26, 2025. He faces charges including Enticement of a Minor to Travel for Illicit Sexual Activity, Transportation of a Minor to Engage in Illicit Sexual Activity, and Interstate Travel with Intent to Engage in a Sexual Act with a Minor.

The investigation was initiated on October 25, 2025, after the FBI Indianapolis Field Office’s Merrillville Resident Agency received information from the Hammond Police Department.

The police were responding to a report from the child’s grandmother, who had reported the 12-year-old girl missing earlier that day, believing she was traveling with Roy.

Through coordinated efforts of the FBI, the Hammond Police Department, and the U.S. Marshals Service, law enforcement determined the timeline of events.

Roy allegedly flew to Chicago on October 24, 2025. The following day, he took an Uber to Hammond, Indiana, where he met the child at a park. The two then traveled by Uber back to Chicago, stayed overnight at a hotel, and subsequently boarded a Greyhound bus bound for Durham, North Carolina.

The cross-state pursuit concluded successfully when the bus arrived in Durham on October 26. Agents from the FBI Charlotte Field Office’s Greensboro and Raleigh Resident Agencies took Roy into custody and were able to safely recover the child.

This remains an active and ongoing investigation being handled by FBI Indianapolis, FBI Charlotte, and FBI Chicago. The FBI extended its gratitude to the Hammond Police Department, the U.S. Marshals Service, and all law enforcement partners for their swift assistance in bringing the case to a safe resolution.
