Unleashing Coal Power: Trump EPA Slams Brakes On ‘Heavy-Handed’ Energy Rules

EPA Grants Reprieve to Coal Industry, Promises “$200 Million in Annual Savings” and a Boost for American Energy Dominance

The Trump Administration today doubled down on its commitment to “unleashing American energy dominance,” unveiling two major Environmental Protection Agency (EPA) actions aimed at cutting compliance costs and restoring what officials called “common sense” to energy regulations.

At the “Advancing America’s Beautiful Clean Coal Event,” EPA Administrator Lee Zeldin, alongside Interior Secretary Doug Burgum and Energy Undersecretary Wells Griffith, announced the actions designed to provide affordable energy while supporting “beautiful clean coal.”

“Americans are suffering because the past administration attempted to apply heavy-handed regulations to coal and other forms of energy it deemed unfavorable,” said Administrator Zeldin. “It is time to restore common sense… We can improve air quality… while simultaneously unleashing domestic energy and reducing costs for American families.”

Coal-Fired Plants Get a Timeout

The first major move provides coal-fired power plants with more time to meet existing wastewater pollution discharge limits (Effluent Limitations Guidelines, or ELGs). The EPA is proposing to grant compliance extensions for seven key deadlines in the 2024 ELG rule—including zero-discharge limitations for pollutants like flue gas desulfurization wastewater.

This extension is set to save consumers up to $200 million annually in electricity costs, according to the EPA, and is positioned as a key move to support the nation’s growing electricity demand from sectors like data centers and manufacturing, bolstering industrial competitiveness and America’s role as a leader in Artificial Intelligence. The agency is also seeking information on how the existing rules may “disincentivize” continued coal combustion.

Reshaping the Regional Haze Rule

The second announcement targets the Clean Air Act’s Regional Haze Rule (RHR), which officials argue has imposed “significant costs on power plants” and “is broken.”

The EPA is issuing an advance notice of proposed rulemaking (ANPRM) to solicit public input on potential changes to the RHR’s structure and implementation. This move, which imposes no immediate requirements, aims to streamline state requirements and alleviate “unnecessary burdens” on power plants and other industries, ensuring the rule aligns more closely with “Congressional intent” and recent air quality improvements.

Both announcements, released under the banner of President Trump’s “Unleashing American Energy Executive Order,” reflect the administration’s stated mission to protect human health and the environment while fulfilling the promise to “unleash American energy” and “Power the Great American Comeback.”
