
The United States has signaled to Ukrainian President Volodymyr Zelensky that Kyiv should accept a U.S.-drafted peace framework to end the war with Russia, according to a Reuters report. The proposal reportedly includes Ukraine giving up territory and agreeing to cuts in its armed forces, among other stipulations.
Washington is pressing Kyiv to accept the main points of the plan, which sources indicate would be a major setback for Ukraine as it faces ongoing Russian territorial gains and internal challenges like a recent corruption scandal that led to the dismissal of two ministers on Wednesday.
A senior Ukrainian official confirmed that Kyiv had received “signals” about a set of U.S. proposals, which Washington has reportedly discussed with Russia, but stated that Ukraine had no role in preparing them.
The renewed push by the Trump administration to end the nearly four-year-old conflict triggered a significant jump in Ukraine’s government bond prices. However, Russian President Vladimir Putin has shown no sign of dropping his long-held demands, which include Kyiv renouncing plans to join NATO.
The reported U.S. plan could involve Ukraine granting Moscow territory it does not currently control in exchange for a U.S. security guarantee for Kyiv and Europe.
European diplomats reacted cautiously, with one suggesting it could be an attempt to “push Kyiv into a corner,” while another questioned the seriousness of the proposed reduction in the Ukrainian army.
President Zelensky is currently in Turkey for talks with President Tayyip Erdogan and is scheduled to meet U.S. Army officials in Kyiv on Thursday.
