Violent Mob Attacks Federal Officers In California During Arrests Tied To Child Rescue Operation

Federal law enforcement officers, including those from Homeland Security Investigations (HSI), faced a violent mob attack on Wednesday while attempting to arrest two American citizens, Isai Carrillo and Virginia Reyes, in Oxnard, California.

The suspects were wanted on warrants related to a July incident where they allegedly assaulted federal officers and organized others to throw potentially deadly rocks during an operation that rescued migrant children from a California marijuana facility.

The initial incident occurred on July 10 in Camarillo, California, during a targeted enforcement operation. According to officials, the operation was crucial in rescuing 10 migrant children from potential human trafficking, exploitation, and forced labor at a marijuana facility. During that operation, Carrillo and Reyes allegedly attacked officers, threw rocks at law enforcement vehicles, and rallied others to do the same.

HSI Los Angeles subsequently obtained arrest warrants for the siblings. As HSI agents executed the warrant for Carrillo and Reyes on October 29, Reyes allegedly posted the officers’ location on social media, quickly drawing a hostile crowd.

The mob proceeded to attack federal law enforcement. Though Reyes initially fled, she turned herself in on October 30.

Arrests Made and Clear Message Sent to Rioters

During Wednesday’s violent confrontation, federal officers arrested Jesus Posadas-Espinoza, a U.S. citizen, for assault on a federal officer after he was allegedly caught hurling rocks at ICE agents outside the suspects’ residence. He was subsequently turned over to the custody of the United States Marshal Service.

Additionally, HSI encountered and arrested four Mexican illegal aliens at the residence: Lorenzo Toribo-Lopez, Talio Toribo-Lopez, Sergio Ortiz-Tenorio, and Victoria Ortiz-Tenorio. Officials noted that the four individuals’ criminal histories include illegal entry and driving under the influence resulting in bodily injury. They were transferred to ICE Enforcement and Removal Operations (ERO) for removal proceedings.

Assistant Secretary Tricia McLaughlin issued a strong statement regarding the increasing danger to federal agents. “Law enforcement officers are facing a 1,000% surge in assaults against them and an 8,000% increase in death threats against them,” she said. McLaughlin identified Isai Carrillo as part of a “violent group called VC Defensa – a network that regularly impedes and obstructs law enforcement.”

Secretary Noem reinforced this message, stating, “ICE and our federal law enforcement partners will continue to enforce the law. And if you lay a hand on a law enforcement officer, you will be prosecuted to the fullest extent of the law.”

The arrests of Carrillo and Reyes, both American citizens, will proceed with federal prosecution. The operation is part of broader enforcement efforts in the region, with ICE and CBP having arrested more than 7,100 illegal aliens in the Los Angeles area since June 6, 2025.
