Virginia Map Reset: Voters Approve Redistricting Shift Despite Trump’s Last-Minute Surge

Virginia voters have officially approved a Democratic-backed plan to redraw the state’s congressional map for the remainder of the decade, a move that could fundamentally reshape the balance of power in Washington ahead of the 2026 midterms.

The passage of the ballot measure marks a significant victory for state Democrats and sets the stage for a dramatic shift in the Virginia House delegation, moving from the current 6-5 split to a map where Democrats could potentially secure 10 of the state’s 11 seats.

The decision by voters came despite a high-pressure, 11th-hour intervention by President Donald Trump. During a Monday tele-rally with House Speaker Mike Johnson, Trump urged his supporters to head to the polls and reject the referendum, which he described as a “blatant partisan power grab.”

“Tomorrow, your Commonwealth has an incredible and really an important election in every sense of the word that will have major consequences for our entire country,” Trump told listeners. “We need every Virginia patriot to get out and vote no, no, no on the radical Democrats’ unfair ballot referendum.”

The President’s push was part of a larger national GOP effort to protect a slim House majority.

Speaker Johnson emphasized the stakes during the call, stating, “Virginia has the chance to save our Republican majority in the House so that we can continue saving this great country of ours.” Trump also directed sharp criticism toward Governor Abigail Spanberger and Richmond legislators, claiming they reneged on previous promises. He warned that the new lines would “rig this map” and eliminate the competitive nature of four out of five Republican-held seats.

To bolster the “no” campaign, Trump’s team recently funneled roughly $1 million into Virginia for microtargeting aimed at low-propensity voters. This follows his history of late-stage interventions in high-stakes policy battles, such as his previous pressure on GOP lawmakers regarding FISA surveillance authorities.

Ultimately, the President’s efforts to stall the measure fell short.

With the referendum’s approval, Virginia joins several other states currently embroiled in partisan redistricting battles that will dictate the political landscape for the next several election cycles. The new maps are expected to be drawn quickly as both parties pivot their attention toward the 2026 midterm races.
