Watchdog Report Exposes $1 Trillion In Biden Admin DEI Spending, Urges Trump Admin To Act

A new report from the Functional Government Initiative (FGI) and the Center for Renewing America (CRA) has uncovered at least $1 trillion in federal spending tied to Diversity, Equity, and Inclusion (DEI) programs across 24 government agencies during the Biden administration.

Released today, DEI Spending in the Biden Administration details 460 identity-focused initiatives and offers legislative proposals to permanently eliminate what the authors call a “divisive and anti-American” ideology from the federal government.

The report comes as President Trump, on his first day back in office, signed an executive order to dismantle what he described as “radical and wasteful” DEI programs embedded across the executive branch.

The Biden administration, the study claims, aggressively integrated DEI into federal operations through “Equity Action Plans” (EAPs), which aimed to redirect resources to “marginalized” or “underserved” communities but instead diverted funds from core agency missions.

Examples cited include the Defense Department’s plan to “integrate environmental/economic justice tools,” FEMA’s push to “install equity as a foundation of emergency management,” and the Department of Labor’s effort to “embed equity in a sustainable manner” for workers.

“This report traces the Biden administration’s web of DEI programs and influence throughout the government,” the authors write, estimating that at least $1 trillion was “infused with DEI principles.” They argue that these initiatives “poisoned federal governance” by prioritizing controversial policies over operational efficiency.

While Trump’s executive order halts current DEI efforts, the report warns that future administrations could reverse course without stronger safeguards. To that end, it provides Congress with detailed legislative suggestions to banish DEI “for good,” ensuring that what CRA Senior Advisor Wade Miller calls “pernicious ideologies” cannot resurface.

“DEI is deeply rooted throughout all aspects of the federal government, and it needs to be eliminated completely,” Miller said in a statement. “We offer, in this report, additional resources and tools that the new administration and Congress can use to identify, destroy, and permanently remove DEI from the federal government.”

Roderick Law, spokesman for FGI, echoed the sentiment: “The nature of DEI is both divisive and anti-American, so why force it onto the military, the Commerce Department, or the EPA? Our hope is that raising these questions and offering tools can keep it from happening again.”

The report highlights how quickly DEI initiatives proliferated under Biden, who mandated EAPs across agencies to address perceived inequities in procurement, contracting, and grants. Critics, including FGI and CRA, argue this focus wasted taxpayer dollars and undermined national priorities. With Trump’s administration now conducting a “complete audit” of government programs, the study aims to expedite the rollback of these efforts while exposing their scale to the public.

The release of DEI Spending in the Biden Administration underscores a broader push by conservative groups to reshape federal policy under the new administration. As Congress considers its next steps, the report’s findings are likely to fuel debates over the role of identity-based programs in government—and how far lawmakers will go to uproot them.
