In a move aimed at increasing consumer transparency and supporting American businesses, Florida Senator Rick Scott, along with Senator Tammy Baldwin (D-WI), has reintroduced the Country of Origin Labeling Online (COOL) Act.
This legislation requires online sellers to prominently display the country of origin and the seller’s primary business location for all foreign-made products listed on their websites.
The COOL Act proposes that the Federal Trade Commission (FTC) would be responsible for enforcing these labeling requirements, ensuring that consumers have clear and accessible information before making purchasing decisions.

Scott, a staunch advocate for American economic security, emphasized the growing threat posed by foreign adversaries, particularly Communist China. “Right now, it is clear that the United States’ businesses are competing against adversaries like Communist China that will do everything in its power to destroy the American economy, American businesses, and our way of life,” he stated.
The legislation is framed as a critical step in empowering American consumers to make informed choices and support domestic industries. By clearly identifying the origin of products, the COOL Act aims to give shoppers the ability to direct their spending towards American-made goods, thereby strengthening the national economy and safeguarding American jobs.
“Americans have every right to know where products are being made and where their dollars are going – and whether that means funding an adversarial regime or supporting American businesses,” Senator Scott explained.
