German Llangari Inga, an illegal immigrant from Ecuador, has been charged with vehicular homicide in connection with the August 2024 death of Victoria Eileen Harwell, a mother from Minnesota.
The case has drawn attention due to allegations that local authorities twice failed to honor immigration detainers for Llangari Inga, allowing his release before his eventual re-arrest by Immigration and Customs Enforcement (ICE).
According to court documents, a preliminary breathalyzer test administered to Llangari Inga following the August 4, 2024, incident indicated a blood alcohol content (BAC) exceeding twice the legal limit in Minnesota. A subsequent blood sample taken approximately two and a half hours later registered a BAC of 0.141%, still significantly above the legal threshold.

Immediately after his initial arrest for criminal vehicular homicide on August 4, 2024, ICE placed a detainer on Llangari Inga. However, the Hennepin County Jail allegedly refused to honor the detainer, and he was released on August 6, 2024, without any notification to ICE.
Llangari Inga was apprehended again on May 10, 2025, based on an outstanding warrant for vehicular homicide issued by the Hennepin County Sheriff’s Office. ICE once again placed a detainer on the same day. For a second time, he was reportedly released by Hennepin County authorities on May 13, again without notification to ICE.
ICE ultimately located and arrested Llangari Inga on May 16, 2025.
Assistant Secretary Tricia McLaughlin issued a statement regarding the case, criticizing the actions of local Minnesota authorities.
“Despite a lack of cooperation from local Minnesota authorities, ICE arrested criminal illegal alien German Llangari Inga. This criminal illegal alien has been evading prosecution for vehicular homicide that resulted in the death of Minnesota mom, Victoria Eileen Harwell,” McLaughlin stated.
She further added, “Despite Hennepin County refusing to honor this criminal illegal alien’s detainer TWICE, ICE officers tracked him down and removed this criminal from Minnesota’s streets. Tim Walz should be thanking ICE not using despicable rhetoric. Remember sanctuary politicians are fighting for criminal illegal aliens. President Trump and Secretary Noem are fighting for the victims of illegal alien crime, like Eileen Harwell.”
