Alabama, Indiana Senators Introduce “No Loan Forgiveness For Terrorists Act”

U.S. Senator Tommy Tuberville (R-AL) and Senator Jim Banks (R-IN) have introduced the “No Loan Forgiveness for Terrorists Act,” a bill aimed at preventing individuals from receiving credit towards Public Service Loan Forgiveness (PSLF) if they are employed by organizations engaged in specified illegal activities.

The proposed legislation, titled the “No Loan Forgiveness for Terrorists Act of 2025,” seeks to amend the Higher Education Act of 1965. Its stated goal is to codify and make permanent a previous Executive Order from President Trump that intended to end taxpayer-funded student loan forgiveness for individuals involved in what the senators describe as illegal and anti-American behavior.

“Hard-working Americans should not be footing the bill for radical students who support and embolden blatant terrorism,” said Senator Tuberville. “No one should be rewarded for wreaking havoc on college campuses. The President has ended taxpayer-funded loan forgiveness, and it is Congress’ job to make his Executive Order permanent.”

Senator Banks echoed this, stating, “Taxpayers shouldn’t be forced to pay student loans for radicals who aid terrorists, mutilate children, or promote illegal immigration. This bill codifies President Trump’s order to stop subsidizing anti-American extremism.”

According to the provided information, the “No Loan Forgiveness for Terrorists Act” would specifically exclude employment with organizations engaging in the following activities from qualifying for PSLF:

  • Aiding or abetting violations of federal immigration laws.
  • Materially supporting terrorism, including facilitating funding or operations of cartels designated as Foreign Terrorist Organizations, or engaging in violence to obstruct or influence Federal Government policy.
  • Materially supporting child abuse, including what the bill terms “the chemical or surgical castration or mutilation of children or the trafficking of children to transgender sanctuary States for purposes of emancipation from their lawful parents, in violation of applicable law.”
  • Aiding and abetting illegal discrimination.
  • Engaging in a pattern of violating State tort laws, such as those against trespassing, disorderly conduct, public nuisance, vandalism, or obstruction of highways.

The bill text specifies that the term “public service job” under Section 455(m)(3) of the Higher Education Act of 1965 would be amended to exclude employment with any organization engaging in activities with a “substantial illegal purpose,” encompassing the points listed above.

Senator Tuberville, who serves as the Chairman of the HELP Subcommittee on Education and the American Family, has previously spoken out against antisemitism and lawlessness on college campuses, asserting that while free speech is a right, rioting and committing crimes are not.

Last year, he also cosponsored the “No Bailouts for Campus Criminals Act,” which aimed to prevent protestors convicted of crimes from receiving student loan forgiveness.
