Chief United States District Judge Marcia Morales Howard has sentenced Andrew Thomas Bull, 37, of Tolland, Connecticut, also known as Andrew Thomas Picard, to 30 years in federal prison for attempting to entice an 11-year-old child to engage in sexually explicit conduct to produce photos of her own sexual abuse.
In addition to the prison term, the court ordered Bull to serve a 10-year term of supervised release and forfeit the electronic device used in the commission of the offense.
Bull, a previously convicted sex offender with a 2013 conviction in Connecticut for importation and possession of child pornography, was on court-ordered probation when he was arrested on May 25, 2023. He pleaded guilty to the charges on February 18, 2025.

According to court documents, the investigation began on November 15, 2022, when an FBI undercover agent (UC) in Jacksonville initiated an online operation targeting adults seeking to engage in sexual activity with children. The UC posted a message in a public chat room on a social media application, indicating access to an 11-year-old “child.”
Later that same day, Bull, using the username “brdr1066,” contacted the UC directly through the application’s private messaging feature. Bull immediately sought confirmation of the “child’s” age and sexual experience, and sent the UC explicit photos of himself to be shown to the “child.”
Between November 2022 and May 2023, Bull engaged in extensive text conversations with the UC, repeatedly confirming his desire for sexual activity with the “child.” He sent the UC photos depicting young children being sexually abused and explicitly solicited the UC to take and send him pornographic photos of the “child,” providing detailed instructions on how to do so. On May 9, 2023, Bull escalated his demands, asking the UC, “do i get live pics tonight? / before she goes to bed hopefully / you ask to see her [genitalia] yet?”

On May 25, 2023, FBI agents arrested Bull at his residence and executed a federal search warrant. A subsequent examination of Bull’s cellphone revealed at least 15 videos and 40 photos depicting children being sexually abused, including an infant.
“Protecting kids from predators is among the most important work that we do at the FBI,” stated Jason Carley, Special Agent in Charge of the FBI Jacksonville Division. “Let this case be a warning – the FBI is relentless in our efforts to identify and stop child predators from abusing our kids.”
This case was a collaborative investigative effort by the Federal Bureau of Investigation in Jacksonville and New Haven, Connecticut. It was prosecuted by Assistant United States Attorneys D. Rodney Brown and Kelly S. Milliron.
