Senator Rick Scott (R-FL) has launched a campaign to increase transparency surrounding royalty payments received by federal employees, citing concerns over potential conflicts of interest and a lack of accountability.

In letters sent to several federal agency heads within the previous administration, Senator Scott thanked them for their efforts in promoting government transparency, a stated priority of President Trump. Simultaneously, the Senator raised alarm over the current lack of disclosure requirements for federal employee royalty earnings.

Under existing regulations, federal employees who are listed as inventors or co-inventors on patented products can receive royalty payments for the use of their inventions. However, they are not obligated to report the source or the amount of these payments.

Scott argues that this opacity prevents taxpayers from identifying potential conflicts of interest and holding individuals within the federal government accountable for any abuses.

In his letters, Scott emphasized his commitment as a member of the Senate Committee on Homeland Security and Governmental Affairs to ensure federal government accountability to the American people. He expressed his eagerness to collaborate with the agencies to foster greater transparency.

To shed light on this issue, Senator Scott posed a series of detailed questions to the agency heads, seeking information on:

  • The number of employees receiving royalty payments.
  • The frequency of maximum annual royalty payments ($150,000).
  • Average and median royalty payment amounts.
  • The number and status of patent licensing agreements.
  • Revenue generated through these agreements over the past six years.
  • How the agencies ensure they receive maximum value for taxpayers in licensing agreements.
  • The use and control of revenue generated from licensing agreements.
  • Conflict review mechanisms in place to assess potential conflicts of interest related to research grant awards.

Scott is also a cosponsor of the Royalty Transparency Act, a bill that would mandate the disclosure of royalty payments for both government employees and advisory committee members. This legislative effort underscores his commitment to enhancing government accountability through increased transparency.

Scott concluded his letters by stating, “Transparency and accountability within the federal government, agencies, and employees are critical to public trust. I look forward to your response and working together in the future.”
