Senator Rick Scott (R-FL) announced Wednesday the introduction of bipartisan legislation designed to streamline mail delivery and boost efficiency by assigning unique ZIP codes to 14 specific communities across Florida and the United States.
The bill directs the United States Postal Service (USPS) to designate a single, distinct ZIP code for each targeted community. The goal is to improve the accuracy and reliability of mail service for residents and businesses currently sharing ZIP codes with larger, adjacent areas or facing boundary disputes.

Joining Senator Scott as cosponsors on the bill are Senators Joni Ernst (R-IA) and Alex Padilla (D-CA). In the House of Representatives, Congressman Mario Díaz-Balart (R-FL) is leading the companion legislation.
“As Florida’s communities continue to grow, it makes complete sense that their federal government and services should be reflected,” Senator Scott said in a statement. “This bill will establish unique ZIP codes to several communities in Florida and the United States to improve the accuracy and efficiency of the USPS.”

The issue affects communities nationwide. Senator Ernst highlighted the problems faced in her state: “Iowans deserve timely and efficient mail service. For years, the residents of Urbandale, Iowa, have dealt with delayed and misdirected mail due to ongoing disputes over ZIP code boundaries. By requiring USPS to designate a single ZIP code for Urbandale, Iowans can rest assured that their mail is being delivered efficiently and accurately.”
Congressman Díaz-Balart detailed the extensive difficulties faced by Miami Lakes, Florida, one of the communities included in the bill. Since its incorporation in 2000, the town has operated without its own ZIP code, leading to numerous problems.
“Residents experience frequent delays and delivery issues with mail and packages, inaccurate census data negatively impacts the Town’s operating revenue–affecting funding intended for vulnerable populations like seniors– and insurance rates, especially automobile insurance, wildly fluctuate,” Congressman Díaz-Balart stated. He also noted voter confusion regarding precinct assignments. “This situation is unacceptable… it is long past time for Miami Lakes to receive its own unique ZIP code.”

The legislation designates the following 14 communities for unique ZIP codes:
- Eastvale, Calif.
- Scotland, Conn.
- Castle Pines, Colo.
- Silver Cliff, Colo.
- Cooper City, Fla.
- Miami Lakes, Fla.
- Ocoee, Fla.
- Urbandale, Iowa
- Franklin, Wis.
- Greenfield, Wis.
- Village of Caledonia, Wis.
- Village of Mount Pleasant, Wis.
- Village of Somers, Wis.
- Mills, Wyo.
The bill will now move forward for consideration in both the Senate and the House of Representatives.
