The Senate Judiciary Committee’s Ranking Member, Senator Chuck Grassley, has asked the Department of Justice to determine if the American organizations The People’s Forum and Code Pink need to register under the Foreign Agents Registration Act due to their alleged ties to the Chinese Communist Party and Neville Roy Singham.
Grassley expressed concerns, in a letter to Attorney General Pam Bondi and FBI Director Kash Patel, that these organizations function as foreign agents for Chinese interests by participating in political operations without adhering to U.S. transparency requirements.
The People’s Forum and Code Pink appear to receive funding and guidance from Mr. Neville Roy Singham, along with the communist Chinese government, which functions as a foreign principal, according to Grassley. The records demonstrate that both The People’s Forum and Code Pink have performed political activities that promote the political and policy goals of the communist Chinese government.
Grassley emphasized that FARA serves as a critical tool for revealing foreign influence operations within the United States.
The American people face threats to their political will and interests from hidden foreign lobbying and PR campaigns conducted by China and other hostile nations, according to Grassley. The advocacy work of The People’s Forum and Code Pink on behalf of the communist Chinese government demands investigation alongside their potential requirement to register as foreign agents under FARA because their actions are deeply troubling.
The Senator’s concerns stem from evidence that Neville Roy Singham, a wealthy American in Shanghai, collaborates with Chinese state media and funds worldwide propaganda operations.

According to reports, Neville Roy Singham participated in CCP international promotion workshops and operates his business alongside a Shanghai cultural communication company, using shared staff and office space. He co-produces a YouTube show that receives partial funding from China’s propaganda department.
Reports referenced by Grassley reveal that The People’s Forum describes itself as a “political and cultural hub” and has received substantial financial support, exceeding $20.4 million, from Singham through multiple entities. The organization offers courses named “Lenin and the Path to Revolution” and “China75 – When the People Stand Up,” and collaborates with the Qiao Collective, described as a “diaspora Chinese media collective.”
The People’s Forum Executive Director reportedly appeared on CGTN, which the DOJ ordered to register under the Foreign Agents Registration Act (FARA) as a Chinese state-owned media group in 2019.
Organizations linked to Singham reportedly provided a significant share of the financial support to Code Pink, an anti-war grassroots organization established by Jodie Evans, who is married to Singham.
Evans and Code Pink developed a strong pro-China stance after Evans married Singham in 2017. Public statements by Evans have sparked controversy due to his description of the Uyghurs as “terrorists” together with his defense of their mass detention in China’s Xinjiang region which many consider a human rights violation.

Code Pink activists attended meetings with the House Select Committee on China, where they disputed forced labor evidence in Xinjiang, which mirrors the Chinese government’s story.
Grassley’s letter demands that the DOJ examine The People’s Forum and Code Pink’s operations and finances to determine if they meet the conditions that require FARA registration, because agents of foreign principals must disclose their ties to foreign governments and activities.
