ICE, State Police Arrest Illegal Guatemalan After He Strangled A Virginia Woman

A Guatemalan national with a history of federal firearms convictions and currently facing charges of abduction by force, assault on a family member, and felony strangulation causing injury has been apprehended by U.S. Immigration and Customs Enforcement (ICE) in partnership with the Virginia State Police (VSP).

Wilmer Ramos-Giron, 34, was taken into custody on April 24 in Chantilly, Virginia, by officers with ICE Washington, D.C., and the VSP.

Ramos-Giron had illegally reentered the United States on two prior occasions after having been deported.

“Wilmer Ramos-Giron represents a significant threat to our Virginia residents,” stated Russell Hott, Field Office Director for ICE Enforcement and Removal Operations (ERO) Washington, D.C. “He has displayed a blatant disregard for our immigration laws, and more importantly, for the safety and well-being of our community. He is a violent and recidivist threat to public safety that ICE Washington, D.C. cannot tolerate. Regardless of the obstacles placed in our way, we remain committed to prioritizing public safety. The men and women of ICE Washington, D.C. will continue to arrest and remove criminal alien threats from our Washington, D.C. and Virginia neighborhoods, and ensure their victims receive the justice they so rightly deserve.”

According to ICE records, Ramos-Giron initially entered the United States illegally at an unknown location and date, without inspection or parole by a U.S. immigration official.

His prior encounters with law enforcement and immigration authorities include a February 17, 2012, arrest by the Loudoun County Sheriff’s Office in Chantilly for brandishing a firearm. Subsequently, ICE Washington, D.C., issued him a notice to appear before an immigration judge. On March 29, 2012, the judge ordered his removal to Guatemala, which ICE carried out on April 19, 2012.

Ramos-Giron later illegally reentered the U.S. and was arrested again on April 16, 2019, at the Fairfax County Adult Detention Center on a federal warrant for being an alien in possession of a firearm.

ICE reinstated his previous removal order. On July 12, 2019, the U.S. District Court for the Eastern District of Virginia convicted him of the firearms charge and sentenced him to nine months in prison. Following his release, ICE again removed Ramos-Giron to Guatemala on January 21, 2020.

He once again illegally reentered the United States. On January 27 of this year, the Fairfax County Police Department arrested Ramos-Giron on the current charges of felony abduction by force, assault on a family member, and felony strangulation causing injury.

ICE Washington, D.C., filed an immigration detainer with the Fairfax County Sheriff’s Office that same day. However, the detention center reportedly refused to honor the detainer and released Ramos-Giron back into the community without notifying ICE.

Following this release, ICE ERO Washington, D.C., working in partnership with the Virginia State Police, located and apprehended Ramos-Giron on April 24 in Chantilly. He remains in ICE custody pending further legal action.
