In a move lauded by the administration as a victory for “consumer freedom” and American auto workers, President Donald J. Trump today signed into law three Congressional Review Act (CRA) resolutions striking down California’s vehicle emission waivers.

The action, which effectively dismantles the state’s electric vehicle (EV) mandates, marks a significant step towards fulfilling President Trump’s “Unleashing American Energy” Executive Order.

EPA Administrator Lee Zeldin, who has been a vocal proponent of ending the EV mandates, issued a strong statement following the signing. “President Trump’s actions delivered a decisive blow to California’s Electric Vehicle Mandate,” Zeldin declared.

He criticized the previous administration’s granting of California’s waivers, asserting they “allowed one coast to set national policy while imposing significant costs and limiting consumer choice for Americans in every state.”

According to Administrator Zeldin, ending the EV mandate is not just about consumer choice, but also about ushering in “a new era of prosperity for American auto workers, providing the economic liberty needed to restore this quintessential industry.”

He extended his gratitude to members of Congress who facilitated the resolutions reaching the President’s desk, emphasizing that the move delivers on a key campaign promise. “The President campaigned on this, the American people voted for it, and this Administration is proudly delivering on this mandate. Today is a great day for consumer freedom,” Zeldin affirmed.

The three waiver rules targeted by the CRA resolutions – California’s Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Engine Omnibus NOx – were initially granted by the Biden EPA. In February, Administrator Zeldin, alongside President Trump and the newly formed National Energy Dominance Council, announced the EPA’s intention to transmit these rules to Congress, citing the agency’s duties under the CRA.

This latest action by the Trump administration signals a clear shift in national energy policy, prioritizing what it describes as economic liberty and broad consumer choice over state-specific environmental regulations. The long-term impact on the auto industry, consumer behavior, and environmental initiatives remains to be seen as the administration continues to pursue its “Unleashing American Energy” agenda.
