White House Pushes Texas Republicans On Mid-Decade Redistricting To Bolster House Majority

The White House is reportedly urging Texas Republicans to consider a rare mid-decade redrawing of congressional district lines, a move aimed at safeguarding the GOP’s slim majority in the U.S. House of Representatives ahead of the 2026 midterm elections. The New York Times reported Monday that the push comes as the Republican Party seeks to maintain control of both chambers of Congress.

However, the prospect of such a controversial maneuver has been met with caution by some Texas Republicans, who fear that an attempt to flip Democrat-held seats could inadvertently jeopardize their own incumbents in 2026.

An anonymous source present at an “emergency” meeting of Texas Republican lawmakers in the Capitol on Monday indicated a lack of enthusiasm among some attendees for the idea of redrawing their congressional districts.

Texas Republican Representative Pete Sessions confirmed to the NYT that GOP leaders plan to meet again to align on the potential redistricting. “We assured each other, you need to bone up,” Sessions reportedly told the outlet. “We need to have a conversation. We need to think about what those impacts would be on the entire delegation.”

Republicans currently hold an eight-seat majority in the House, a number that includes vacancies resulting from the recent deaths of three House Democrats.

Democratic Texas State Representative Trey Martinez Fischer voiced skepticism about the feasibility and fairness of such a move.

“The only way you make the state more competitive congressionally is you do it at their expense,” Martinez Fischer told the NYT. “I think the Republicans have already maximized their map, given the demographic changes in the state.”

The last regularly scheduled redistricting in Texas occurred after the 2020 Census, with new boundaries taking effect for the 2022 midterms. In March, the Trump administration’s Department of Justice withdrew a lawsuit that had alleged this Republican-controlled redistricting effort discriminated against Black and Latino voters.

Mid-decade redistricting, the redrawing of congressional lines outside of the regular post-Census cycle, is infrequent and often highly contentious.

A notable instance occurred in Texas in 2003, when a successful mid-decade redistricting effort, despite strong opposition from over 50 Democratic state lawmakers, led to maps significantly more favorable to Republicans. This resulted in the GOP picking up five House seats in Texas alone during the 2004 election cycle.
