Sen. Marco Rubio Ranked By CEL As Florida’s Most Effective Congressional Lawmaker

Each year, the University of Virginia and Vanderbilt University Center for Effective Lawmaking (CEL) evaluate and rank the members of the U.S. Congress based on how well they have moved and passed legislation.

Florida Sen. Marco Rubio was among the top ten most effective Republican lawmakers in the Senate for the 117th Congress (2021-2023).

He came in second behind John Cornyn (R-TX) this year and was the third-most effective lawmaker in the Senate overall.

According to CEL, Rubio hit the ‘Top 10’ list by introducing 194 bills, 10 of which passed the Senate and six of which ultimately became law. Although his legislative portfolio was quite wide-ranging, the largest portion of his sponsored bills engaged with matters pertaining to international affairs.

“As we noted in our previous discussion of effective lawmaking in the 116th Congress, Sen. Rubio’s success in advancing his legislative agenda has increased steadily over his time in Congress. In his first term in Congress (the 112th Congress), he sponsored only 17 bills, and he was among the less-effective lawmakers in his party. Since the 115th Congress, however, he has continued to be among the top-10 most effective lawmakers among Senate Republicans,” said CEL.

A combination of 15 metrics, including the number of bills sponsored, the length of time they spend in the legislative process, and the significance of their policy recommendations, are used by the CEL to rank legislators.

Each member receives a party ranking relative to all other members of their political party as well as an overall Legislative Effectiveness Score, or LES, compared to a base LES of 1.0.
